Android 4.3 ROM plus Root is finally available for Galaxy Note 2 GT-N7100 users as of couple days ago in the form of CyanogenMod ROM 10.2!

This is an AOSP ROM (What is AOSP?) with Google’s latest Android 4.3 baked in with root on CyanogenMod 10.2.

Although this ROM does have couple bugs (screenshot and Task Switcher image preview not working), it is available right now so you can try Android 4.3 before anyone else on the Note 2.

With it, you will be able to try out Android 4.3’s latest features (such as improved graphics engine, better battery life) along with some of the tweaks CyanogenMod Team has baked in like DSP manager.  Performance seems not too bad, getting near 6000 on Quadrant.

As for stability, although this ROM is one of the betas, you should still be able to use it as daily driver.  For now, I am personally just glad Android 4.3 is finally available for the Note 2.

To install, reboot into recovery, wipe data/factory reset, install ROM, install Gapps, and reboot.

You can get the latest Android 4.3 Photosphere camera here.

For camera still shots, use the Focal app instead of the camera app (as the regular camera is broken).  But video recording, PhotoSphere works fine.
